National Lotteries Charities Board - Small Grants
Programme

All community groups and voluntary organisations with an income of up to £15,000 per annum
can apply for grants between £500 - £5,000. You do not have to be a registered charity.
The application form is much simpler than the main grants programme and one out of two
applications is successful. Average grant awarded is £2,000. Funding has to be used within
six months of the receipt of the grant.

The New Data Protection Law

The UK must implement the EU Data Protection Directive (95/46/EC). A Data Protection Bill
is currently going through Parliament. While elements of the Bill are similar to those of the
current Act, there are differences. In particular, the new legislation will extend to some manual
records where they are part of a ‘relevant filing system’ where specific information relating to
an ‘individual is readily accessible’

Data already held in manual filing systems will not need to be brought into line with certain
requirements of the new law until 2001. This will give a breathing space on, among other
things, conformity with the data quality standards demanded by the Act.

The Bill provides that data controllers who hold register entries under the 1984 Act will not
need to notify until the end of their current registration.

A fundamental difference between the existing Act and the Bill is that under the new law even
those who are exempt from notification will have to comply with the Data Protection
Principles. Data users are beginning to think about the likely requirements of the new law.

Future of Pension Provision is Debated by
Citizens Juries

In the Millennium, there will be more older people and less younger people. The demographic
changes projected for the Millennium years mean that we, as a society, need to re-think many
of our social policies in order to accommodate our future needs.

Citizen Juries held in various regions and comprising people of all ages voted a resounding
‘No’ to compulsory private second pensions because, it was said, that not everyone would be
able to make the contributions.

This verdict will be contributed to the Prime Minister on the run-up to the Government’s Green
Paper on pensions, as well as being fed into the ‘Agenda for the Age’, the report being
presented to the Government in Spring 2000.
Other views expressed by the juries include:

‘Yes’ to a pension income of £170 - £190 a week for a single retired person;

‘No’ to the tax payer footing the bill;

‘Yes’ to paying more tax or national insurance to increase the basic state pension;

‘No’ to profit-making private pension schemes without Government controls.

In Wales, a Citizen’s Jury comprising young people from Swansea has recently met to
discuss what sort of community they want in the future. The theme included issues around
housing and transport.

The Millenium Timebomb

The Charity Commission has issued a note about the Millennium Timebomb and the
responsibility of charity trustees and management committees. If trustees do not deal with the
possible problems and as a consequence the charity suffers a loss through failure to
complete a contract, or loss of investments, then the trustees could be personally liable for the
loss. The Commission recommend that trustees act quickly to ensure that they protect the
assets of the charity. Advice includes: conduct an audit of all existing equipment and systems
– this includes telephones, faxes, franking machines, lifts, boilers alarms etc as well as
computers – including software. Compile a list, check records and suppliers to see if they are
‘2000 compliant’. Check insurance policies, especially personal indemnity insurance.

Age Concern

A Royal Commission on Long Term Care of the Elderly has been established to consider the
options for a sustainable system of funding the long term care for elderly people in their own
homes and in other settings. Age Concern Cymru have a questionnaire in which they are

Community Transport

From 1st August almost all minibuses, buses and coaches with more than eight passenger
seats and with seat belts fitted to forward facing passenger seats, will be required to undergo
special once only MOT tests to check that the passenger seat belts have been safely

The Anglesey Community Health Council (CHC) is about to
establish a new Health Watch Group in Amlwch. It is looking for volunteers to join this group.
The Chief Officer, Dilys Shaw can provide you with more details, but essentially all that is
needed is an interest in health matters and a couple of hours to spare once a month. It is an
opportunity for participants to learn about what is available and to help identify what is
needed and what needs to be changed, so that this can be passed on to new local health
groups which will be responsible for commissioning health care for the residents of Anglesey.

National Lottery Charities Board -
Feedback to unsuccessful applicants

From August onwards, unsuccessful grant applicants should find it easier to understand why
their applications have failed. The NLCB has agreed to explain in general terms why an
application has been turned down so that applications may be revised satisfactorily.

From October, the NLCB will seek applications for a new programme, Poverty and
Disadvantage. This aims ‘to improve the quality of life of people and communities who are
disadvantaged by poverty or who are at risk of poverty, e.g. projects working with low income
families and households particularly in deprived areas’. Like the ongoing Community
Involvement programme, there will be no closing date for applications, and there will be a
common application form for both programmes.

YNYS MÔN VOLUNTEER BUREAU’S PAGE


In addition to being the main agency for volunteering on Anglesey, we also run Car Linc Môn,
a social, community transport service, for persons to make those essential journeys, where
there is no other transport available.
However, following a recent successful grant application, we are pleased to announce the
birth of a new scheme on Anglesey, namely, THE GOOD TURN SCHEME. This will allow us
to promote volunteering further at grass roots level as well as be a signpost for local voluntary/
statutory services.

Each scheme will have a register of volunteers and a group of telephone co-ordinators who
will take requests for help and match them to the volunteers offer.
For this pilot year it will be run in 3 areas, namely, Aberffraw & District, Amlwch and
Morawelon (Holyhead). Three part-time co-ordinators (10 hours a week each) are now in post
since 1st September 1998.

BBC Cymru Wales - Broadcast Appeal

BBC Cymru Wales would like to hear from any registered charitable organisation who would
like to be considered for a charity appeal/feature on radio or television.
BBC Cymru Wales is offering time to Welsh Charities on the Sunday Appeal Programme
which is broadcast on Radio Wales in English and Radio Cymru in Welsh. There will also be
the opportunity of an editorial feature about your charity on Radio Wales and Radio Cymru
during the following week.
This is a free service and every calendar month the radio programmes feature an appeal by a
specific Welsh Charity. The BBC believes that these programmes have the scope to
maximize the opportunity for raising money, as well as providing valuable air time to highlight
the work of the charity.

There are also two opportunities a year for a television appeal.

Broadcast appeals aims to raise funds, but they are also excellent ways of raising the profile
of individual charities and their work. The BBC will be happy to give whatever practical
assistance is necessary to ensure you achieve a successful appeal. Those charities who are
allocated an appeal will be invited to an informal Information Meeting where they will have the
opportunity of meeting with the producers and benefiting from an exchange of views and
ideas with other organisations.

The Tesco Charity Trust has introduced a Community Award Scheme which provides one-off donations of between £2000 and £5000 for projects based in areas where
Tesco has stores. The criteria are charities involved with children’s welfare and educational
