‘Support for Child and Family Services’ Grant Scheme 1999/2000
UNDER 8’s SMALL GRANTS SCHEME

There is £2,400 available for voluntary groups on Anglesey working with children under 8.

1. The grant is offered under the following specific conditions:-to help establish, expand or develop a daycare service. A daycare service includes a playgroup, mother and toddler group, day nursery, family centre, home-visiting scheme, childminding support or self-help group, toy library or playbus.

2. one-off minor capital or non-recurring revenue grants, e.g. for equipment or materials, structural or conversion work, training/publications, toys/play equipment, pilot schemes, fees or other expenses. (It should not be provided to fund training for qualifications as assessors for NVQ in Childcare and Education.)

3. priority should be given to the needs of disadvantaged families including those families on a low income or unemployed, single-parent families, families with children who have special needs, ethnic minority families, and isolated parents or parents finding it difficult to cope. (Your attention is drawn to the definition of ‘children in need’ in Section 17 of the Children Act 1989.)

4. capital items which are purchased ultimately remain the property of the department within the Welsh Office; if the purpose for which they are grant-aided is changed the prior approval of the Welsh Office must be sought; if they are sold, a refund of grant may be required.

5. Last year there were 56 applications, and awards of £47.60 were made to 50 groups. Grants were not made to those groups who did not submit financial information or whose applications arrived after the closing date.

The Salvation Army

Gwynedd and Anglesey Saint David’s Day is to be a red letter day for the Salvation Army in North West Wales. It is the launch date for the organisation’s latest project, a mobile advice and information unit. The event takes place on Y Maes, Caernarfon at mid-day. The unit, a specially converted caravan, will also be available for use by the Army’s emergency teams.

North Wales Police and Community Trust ‘pact’

‘pact’ is a registered charity. It supports initiatives in the North Wales area which aim to improve the quality of life and reduce crime and the fear of crime. In particular it seeks to invest in community safety projects throughout the region which tackle issues of crime prevention, road safety and education in drugs misuse.
To date ‘pact’ has allocated £24,000 to eight projects throughout North Wales. Applications for funding must demonstrate that there is sustainability of the project and evidence such as crime statistics and surveys will be required. Each application needs to be endorsed by the Police Divisional Commander for the county before submission to the Trust Administrator.

VOLUNTARY ORGANISATION REPRESENTATION
ON COMMUNITY HEALTH COUNCILS (CHCs) IN WALES –
MEMBERSHIP BALLOT 2000

A postal ballot will take place during January to select representatives from Voluntary Organisations to serve on CHCs in Wales.
A re-configuration of CHCs in Wales is currently taking place. In submitting a nomination form, please ensure that it is completed in full identifying which CHC the nomination is for and the name and address of the nominating body.

A public notice outlining the process will be issued in the press throughout Wales on 7 January 2000. Should you have any queries regarding this process please contact the NHS Appointments Unit on: /.

North Wales LUPUS Support Group

We are a recently formed support group working to help people suffering from the illness Lupus, and their families in North Wales.
Many people have possibly not heard of this condition, but it is often a very difficult and distressing disease to cope with.
Any long lasting illness not only affects the sufferer but also their families, friends and colleagues. Lupus is such an illness, having several possible triggers, and being incurable at present, Lupus is for life.
A disease with multiple symptoms including extreme fatigue, joint and muscle pain, skin rashes, hair loss, fever, miscarriage also kidney, heart and lung problems, anaemia, depression and other symptoms can also be in evidence. It may strike at puberty, after childbirth, or at the menopause, and whilst mainly suffered by women it can also affect men and children. People are lost to Lupus or its side effects, despite the best efforts of specialists.
Sunday 31st October 1999 at Ysbyty Gwynedd 85 people from all over North Wales (Mold, Harlech, Holywell, Holyhead etc) came to listen to the speakers Dr Ian Bruce from Manchester and Professor Maddison from Leeds and we aim to have speakers at 2 monthly intervals.
We hope to increase awareness and knowledge about Lupus amongst the general public. To support sufferers (welfare needs etc), their families and bring people together so as to exchange experiences.
There are over 80 known sufferers in North Wales, plus their families and close relatives. The nearest support group for people in this area is at Manchester, there is a genuine need amongst sufferers and their families to have a group closer to home.
We know hope to encourage and attract support and sponsorship from individuals and local business organisations to fund our costs. Donations no matter how small would be appreciated as our immediate costs and expenses, being a newly formed group is high.
Obviously you will receive many letters such as this, but we would be indebted if you would consider our efforts and work favourably to help to enrich the lives of Lupus sufferers in North Wales. We hope to have a sympathetic response to our appeal for the benefit of the sufferers, families and friends in this area.

Help Set Up A Credit Union for Anglesey

Would you like to have access to cheaper loans, build up your savings and take charge of your finances?
Would you like to help others and at the same time learn new skills which will enhance you employment prospects?
Now you can, by joining the Ynys Môn Credit Union Steering Group. Plans are under way to set up a credit union to serve the community of Anglesey. Training sessions on how to run a credit union are about to start in the next few weeks.
They are to be run by Barry Roberts, of the Wales Co-operative Centre and one of the founder members of Llandudno & District Credit Union. "We are looking for more volunteers to learn about running a credit union," explained Barry
The sessions are very informal and deal with money matters, business planning, marketing and basic computing skills. The setting up of a credit union will benefit individuals, since it helps them to save and gain access to cheap loans.
"People are at ease when they come into a credit union because they will be talking to someone just like themselves and won’t be intimidated by a typical banking atmosphere.

This course is designed to help voluntary workers with the practical tasks necessary when putting on an event or activity. It includes the planning process, administration of the event. The resources needed, legal and insurance considerations, Health and Safety and how to Publicise and Promote the event.

Finance in Voluntary Organisations

A basic practical overview of Finance for Voluntary Organisations. The course includes financial terms, book keeping systems, budgets, recording transactions and basic financial reports. It’s hoped that the course will help those who’s work involves any aspect of finance and who possibly don’t have a finance background with professional qualifications. Following the course applicants should have a better understanding of financial requirements and be better able to present records for Grant applications etc.

Introduction to Voluntary Work

This course is open to all people working in Voluntary Organisation. It is expected to be of special interest to those who are new to Voluntary work, those responsible for recruitment and selection and prospective voluntary workers. This is the only mandatory unit for those wishing to gain full certification. The Course includes the range of skills appropriate to Voluntary work using time effectively, particular communication skills, and assertiveness. The range of Volunteering opportunities, rights and responsibilities and the importance of working as a group member.

The Role of the Volunteer Youth Worker

This course looks at the role of the youth worker and the volunteer youth worker. Explains the range of distinct contents in which youth work takes place. Relates local and national youth work policies to the work of the youth worker, and outlines the purpose of youth work. It also is designed to provide an understanding of the issues affecting young people and their daily lives.

Presenting Skills: Public Speaking

This course is designed for people within voluntary organisations whose role includes Public Presentations. It includes the range of uses for formal presentations, key issues involved in preparation and delivery, the importance of visual images scripting techniques and use of physical resources.

The Millennium Festival of Wales

The Millennium Festival will be at the heart of every Welsh community in the year 2000. Hundreds of projects and thousands of people within Wales will have an opportunity to mark the millennium and to celebrate this unique event.

The Millennium Festival of Wales is a joint programme between the Arts Council for Wales, Heritage Lottery Fund, Millennium Commission, National Lottery Charities Board, Sports Council for Wales and the New Millennium Experience Company. Its aim is to help small groups and communities in Wales to come together to celebrate the Millennium through arts, sport, heritage, social and other community based activities and events.

Smaller Festival Awards

The Smaller Festival Awards programme will begin in April 1999. Grants of up to £5000 will be available to enable community groups in every part of Wales to undertake events and projects. Awards will enable, or significantly enhance, a project that will bring lasting benefits to local people.

The total cost of your project, or the particular part of your project for which you are seeking a grant must be between £500 and £5000 (or between £1000 and £5000 in the case of arts projects)

We expect most applicants to contribute something in cash or kind (for example your time, materials, premises etc) or both towards the cost of their project. This should be in proportion to the size of the group and their project. The National Lottery Charities Board do not seek a cash or kind contribution.


Children’s Promise Grants to the Voluntary Sector

Grant guidelines and application forms for funds to be raised by the Children’s Promise Final Hour Appeal are now available from the BBC Children in Need Appeal.
The charity hopes to make at least 100 grants ranging from £10,000 - £250,000 and to ensure a fair distribution to organisations in different parts of the UK.
Since the theme of Children’s Promise is to create a lasting legacy, applicants are being asked to submit proposals for work that will give a lasting benefit for disadvantaged children up to and including 16 years of age. Applicant organisations must have a good track record in bringing about real and sustained change for children.

Volunteer Co-ordinators Forum

SAFE INVOLVEMENT OF VOLUNTEERS
WITH VULNERABLE CLIENTS

Most volunteers enhance the lives of the clients they support. But some may not be suited to work with vulnerable adults and children and a tiny minority may pose a threat. The list below summarises ways in which an organisation can help to minimise the risks and points the way towards more detailed advice and information.

Key principles:

Treat clients with dignity and respect and protect them from harm at all times

Understand the nature of abuse

Adopt consistent and effective recruitment and selection procedures

Adopt practises and codes of behaviour that minimise risks and protect both clients and supporters

Develop effective and consistent procedures for responding to accidents, complaints and alleged or suspected incidents of abuse

Establish links with relatives and relevant organisations
