Volunteering and the voluntary sector impacts on every a rea of Welsh society. In this National Eisteddfod week the number and range of organisations here in Ynys Môn are just a small example of the breadth of voluntary action which takes place across Wales. The latest figures estimate that there are some 25,000 voluntary groups in Wales with over 1.9 million adults volunteering. These are very impressive figures which illustrate just how great a part the sector plays in Welsh society today. The past two years have seen enormous changes for Wales. The National Assembly for Wales is now thoroughly established and received its full powers in July. It is a busy time which brings new and exciting opportunities for us all. As one who has worked with and alongside the voluntary sector for many years, I am particularly pleased about the opportunities that the Assembly provides for the voluntary sector. For the first time ever, the Voluntary Sector Scheme will provide a statutory framework for the way in which government in Wales and the voluntary sector work together. This is unique to Wales. It is a reflection of the importance with which the National Assembly regards the sector in Wales.The National Assembly for Wales will build upon the work already being done to improve and enhance relationships between government in Wales and the voluntary sector including the joint production of the Compact between the Government and the voluntary sector in Wales. The National Assembly has inherited the principles of the Compact. Based on these it is now working to develop its Voluntary Sector Scheme. Meanwhile, all across Wales, local authorities and others are working with the voluntary sector in their areas to develop their own local compacts. I strongly believe that it is through these local compacts - frameworks for co-operation and partnership which recognise and respect each others responsibilities and constraints - that we can build a new inclusive Wales in which we can work together for the benefit of all. These have been an exciting couple of years, in which the voluntary sector has played an important part at all levels. There are many challenges and opportunities ahead for us all. I look forward to continuing to work with the innovative and vibrant voluntary sector which exists here in Wales to meet the challenges and maximise the opportunities. WELCOME TO ANGLESEY It is a pleasure to welcome you all to Anglesey as the National Eisteddfod visits the Island. We appreciate the contribution of groups and voluntary organisations to community life. The energy, good-will and commitment, abilities and skills of volunteers are interwoven into every element of town and village life. Quietly and without fuss help is available for each and every situation. In the darkest night care is available; during the day advice is on hand for each and every situation. There is ready support for statutory services and a huge contribution made to share any burden. By standing together and alleviating problems, volunteers are an essential part of our community. Enjoy the festival, and take every opportunity to visit the care stands. GRAHAM BENFIELD DIRECTOR WALES COUNCIL FOR VOLUNTARY ACTION Every minute of every day, 365 days a year, in every community in Wales, individuals and organisations are working in and for their communities on a voluntary basis. These freely chosen actions take many forms self help activities, neighbourhood help, community activities, help at the local school, the charity shop, lifeboat, co-operatives - but together they form the essential basis of our society. As it becomes more technologically possible to ignore society, it becomes more important how we relate to each other how we include ourselves, and how we reach out to those who are excluded. In the past political ideologies have seen voluntary action as a poor alternative to state or private sector provision, to be harnessed and controlled, or to lauded but ignored. There is, however, at present a fresh climate, which acknowledges the role of the voluntary sector as a third partner alongside business and local government. This is reflected in the requirement of the Assembly to set up schemes to work with these three primary partners, which should result in a seat at the table, rather than an unanswered knock at the door. It sets a challenge to the sector.
These are the questions for the next year, but now is an opportunity to take a breathing space, and celebrate our sector and culture. NATIONAL LOTTERIES CHARITIES BOARD WALES Lottery Distributers Forum Confused? Don't know who to turn to? The National Lottery Charities Board have invited all the different Lottery Distributers to come and answer your questions about any subject you'd like to raise. If you want to know more about applying for Lottery funding, the Millennium Festival's Small Grants, the new grant distributor New Opportunities Fund, the Arts Council's or the Sport Council's Small Grants, to the Heritage Lottery Fund's grant programmes, come to Sbardun, the voluntary sector's pavilion on the Eisteddfod field on Thursday 5 August, at one o'clock. Jac y Jwc wishes the Charities Board happy birthday. The Charities Board is celebrating its fifth birthday in Sbardun, the Voluntary Sector pavilion near the main Eisteddfod pavilion. We will be announcing our latest grant announcements, and also having a birthday party. We would like to invite the children on the Eisteddfod site to celebrate with us - there will be cake, and a very special guest, Jac y Jwc. Come and celebrate with the Charities Board and Jac y Jwc, at 4:15pm in the Sbardun centre, near the main Eisteddfod pavilion. I believe that the contribution of the voluntary sector on Anglesey has been extremely important in the past, and Im sure it will continue to be so in the future. Hundreds of volunteers who have given their time, patience, love and care in a number of different fields over the years is heartwarming and comforting.
